As the name might apply, it is for adjusting the length of a wave file. In
cases of A/V sync problems this could be the tool for matching the duration
of the audio part to the video part. The technique used is to remove or
dublicate audio samples evenly distributed over the entire length of the
wavefile to get the desired length.
This will have the side effect of raising or lowering the pitch (frequency)
of the sound. But if the adjustment is small, it is not noticeable.
WLA also supports adding silence samples to the beginning, cutting samples
from the beginning and normalizing the audio file.
All audio processing is done in integer arithmetic (no floating point) which
makes this tool very fast.
